Method Statement: For Manhole Entry To Perform Sewer Repair Works

Purpose :

The purpose of this method statement is to provide guidelines and procedures for the safe entry into manholes in order to carry out sewer pipe repair works. This ensures the safety of personnel and the smooth execution of the repair activities.

Scope :

This method statement applies to all personnel involved in the repair of sewer pipes, including supervisors, technicians, and any other relevant personnel.

Responsibilities :

1. The site supervisor shall be responsible for overall implementation and compliance with this method statement.
2. The safety officer shall ensure that all safety measures are followed during the manhole entry and repair works.
3. Technicians shall adhere to the instructions and guidelines provided in this method statement.

Precautions and Safety Measures:

1. Conduct a pre-entry briefing to all personnel involved, highlighting the potential hazards and safety procedures.
2. Ensure that all personnel are equipped with the necessary personal protective equipment (PPE), including helmets, gloves, safety boots, high-visibility vests, and gas detectors.
3. Verify the atmospheric conditions using a calibrated gas detector before entering the manhole. Ensure that the oxygen level is between 19.5% and 23.5% and that no flammable gases or toxic substances are present.
4. Install adequate ventilation equipment, such as blowers or fans, to ensure continuous air circulation during the entire duration of the repair works.
5. Place warning signs and barricades around the manhole to prevent unauthorized access and ensure the safety of the personnel.

Equipment and Tools :

1. Gas detector
2. Ventilation equipment (blowers or fans)
3. Personal protective equipment (PPE) for all personnel
4. Hand tools for repair works (as per project requirements)
5. Communication devices (walkie-talkies or mobile phones) for effective communication between personnel inside and outside the manhole.

Procedure :

1. Conduct a site survey to identify the location of the manhole and determine the necessary equipment and tools required for the repair works.
2. Assemble all the required equipment and tools at the site before commencing the repair works.
3. Ensure that the manhole cover is securely in place and can be easily removed when needed. Ensure manhole opening is secured with manhole grating when it is in open state.
4. Perform a visual inspection of the manhole and surrounding area to identify any potential hazards, such as slippery surfaces, exposed wires, or unstable structures. Address and rectify these hazards before proceeding.
5. Before entry, test the atmosphere within the manhole using a gas detector to ensure it is safe for entry. Record and document the readings.
6. If the atmosphere is deemed safe, allow entry to authorized personnel equipped with the necessary PPE.
7. Maintain continuous communication between personnel inside and outside the manhole using walkie-talkies or mobile phones.
8. Install ventilation equipment (blowers or fans) to ensure adequate air circulation during the repair works.
9. Carry out the necessary sewer pipe repair works, following the project specifications and guidelines.
10. Ensure that all repair works are completed safely and efficiently.
11. After completion of the repair works, conduct a thorough inspection to ensure all tools and equipment are removed from the manhole.
12. Securely replace the manhole cover and ensure it is properly sealed.
