As a vital part of SKK construction operations, we have established strategic objectives, systems and procedures of international standards in Safety and Quality Management with the accreditation of ISO 9001:2015 and OSHAS/ISO 45001:2018 certification. Additionally, we were awarded with the “BizSAFE” and “BizSAFE Star” certification. As each project is unique, we shall establish and maintain a documented HSSE Management system for each project. The HSSE plan describes the HSSE management systems that will be put in place by us to ensure that the HSSE risks associated with the integration and commissioning phases and operation phases of any particular project are managed to “as low as reasonably practicable” levels. As mentioned, SKK Works already have HSSE policies, plans, systems and practices in place. Specific plans will be developed on award of any particular contract.

The HSSE management systems will focus activities from conceptual, design, construction including integration activities and will also cover pre-commissioning and commissioning activities at the particular construction site. The procedures stated in the HSSE Manual shall be applied to all works carried out at the site during the above phases of work.

Our aim is to focus on carrying out the operations in compliance with local regulatory and legislative requirements and the industry’s highest Health, Safety, Security and Environmental standards. To achieve this we, together with our associates, contractors and sub-contractors shall work together to develop a safe and healthy work environment.

A dedicated HSE professional with suitable qualifications and experience in subsurface and road works shall be available at the project site and shall be responsible for all HSE activities. The Project Manager along with the Project Engineer and Site Supervisory Staff shall ensure that the procedures are implemented strictly and job safety analysis is done for every activity. Also, any incidents or hazards reported are carefully investigated and mitigation measures implemented as per the established procedures. The effectiveness of the HSSE procedures is reviewed periodically and where appropriate continual improvements are identified and implemented.

The key principles to consistently achieving the highest HSSE standards are –

  1. Any deviation from the HSSE management requirements in the HSSE plan and its associated procedures shall be corrected as soon as practicable.
  2. If necessary, work shall cease until the situation is considered safe.
  3. Site personnel shall bring to the attention of the Project Manager and/or HSE Manager any deviation or situation where risks are considered a danger to the health and environment.
  4. Access to the site and confined spaces, such as deep trenches, access shaft will be controlled as per the Security procedures to ensure that un-authorised or untrained persons are not allowed to enter such areas, without escort and specific permissions.
  5. Every job is taken up only after the Job Safety Analysis is carried out by the Safety team through systematic identification of potential hazards in the workplace as a step to controlling the possible risks involved.
  6. Work permit procedures, deployment of safety equipment and use of personnel protective equipments are made mandatory for every job.
  7. Adequate and correct PPEs are made available to all personnel required to carry out a specific job.
  8. Electrical safety is given due importance and unsafe work practices, which are one of the primary causes of preventable electrical accidents, are strictly avoided.
  9. Handling of mechanical lifting equipment and other equipment such as pumps, compressors etc. are carried as per established safety practices.
  10. Emergency response is always in a controlled and planned manner so as to avoid panic situation and ensure full safety of all personnel at all times.
  11. Fire fighting equipments and systems are maintained in the best possible working condition and personnel are trained to operate these systems during emergencies.
  12. HSSE procedures are monitored and checked/audited to ensure compliance.
  13. HSSE committees are formed to monitor HSSE compliance and take up corrective action based on audits and reports from HSE manager.
  14. All incidents and near misses are reported, investigated and agreed corrective actions implemented in line with the established procedures.
  15. First aid facilities are provided in accordance with the prevailing requirements.
  16. Training in HSSE systems is given to all personnel and this training is reinforced by regular Safety tool box meetings and pre-job briefings. The planning of training in health and safety is the responsibility of the HSE Manager.

The Emergency Preparedness plans shall include fire emergency plan, which shall be in line with the respective Employer’s policies and guidelines. A fire safety guide shall be made available, which will support personnel to deal with fire emergencies and ensure fire abatement. Mock fire drills shall be conducted in periodic intervals and training shall be provided to personnel to ensure high degree of alertness and responsiveness at all times.

A HSSE manual shall be prepared which is project specific and lays down the procedures to be followed to ensure consistently high levels of HSSE performance.
